Jeddah is Saudi Arabia's most cosmopolitan and liberal city, a Red Sea port of 4.5 million that has always been more outward-looking than the interior. Al-Balad (UNESCO World Heritage) is Jeddah's medieval old town, built from coral and gypsum plaster with distinctive 'Roshan' carved wooden bay windows unique to this city. Since Vision 2030, Jeddah has opened dramatically to tourism: women drive, cinemas are open, concerts are held, and the dress code for non-Muslim tourists is relaxed. The Red Sea snorkelling and diving are excellent and undiscovered by most Western tourists.
